Yeh par boil the rice before washing, more starch gets released then you wash away all the starch after draining excess and steam. You get separated fluffy grains. All basmati rice should he par boiled washed then steamed for optimum rice outcome

how does a rice cooker even work, at what point do you wash the rice? rice cooking goes boil 8 mins, drain, rinse twice w/ cold water, steam . Does rice cooker do all those steps for you?
